Kathleen Osburn, MS

As vice president of Contracts Administration, Kathy Osburn has responsibility over the Mental Health Services, Peer Counseling, WISE Diner and Club 1527 programs at WISE & Healthy Aging.

Within Mental Health Services, Ms. Osburn negotiates the complexities of managing reimbursements from Medicare, Medi-Cal, private insurance and private pay, as well as the County of Los Angeles Department of Mental Health, utilizing a clinical intern training model indelivery of services. She also works closely with the director of Peer Counseling and the program’s part-time clinical psychologist supervisor to ensure that the Peer Counseling Program is meeting its program objectives.  Ms. Osburn also administers the WISE Diner healthy, week day senior lunches, through funding support from the City of Santa Monica (congregate meals at three locations within Santa Monica).  With Club 1527, the organization’s senior recreational program (based on both the traditional “senior center” and contemporary “village” concepts of supporting people to age in place), Ms. Osburn works with the management team on meeting the needs of the 1,200 plus members.
Prior to WISE & Healthy Aging, Ms. Osburn was regional director of Adult Services for the Long Term Care division of the New York State Dept. of Health in New York City. This position was the culmination of 17 years of experience working for the state of New York ranging from an inspector of single and family homeless shelters, Child Protective Services case worker and Mental Health Services analyst. Kathy holds a bachelor’s degree in Social Welfare from the State University of New York at Buffalo and a master degree in Health Services Management & Policy from the New School University in New York City.
